The Next Era of Nuclear Arms Control

The Cold War

During the Cold War, few negotiations proved as complex as those between the United States and the Soviet Union to limit and reduce their vast nuclear arsenals. They required trust between adversaries who had little reason to believe each other’s words, and they relied on intricate, constant systems to verify compliance. American statesmen persevered and reached a series of agreements first with the Soviet Union and then the Russian Federation that left the United States safer.

Everything has its season though and yesterday, New START expired.

Arms control advocates and many voices in the media have tried to cast the expiration as a sign that the United States is initiating a new nuclear arms race. These concerns ignore that Russia ceased implementing the New START treaty in 2023, after flouting its terms for years. A treaty requires at least two parties, and the choice before the United States was to bind itself unilaterally or to recognize that a new era requires a new approach. Not the same old START, but something new. A treaty that reflects that the United States could soon face not one, but two, nuclear peers in Russia and China.

China Arsenal

China’s rapid and opaque expansion of its nuclear arsenal since New START entered into force has rendered past models of arms control, based upon bilateral agreements between the United States and Russia, obsolete. Since 2020, China has increased its nuclear weapons stockpile from the low 200s to more than 600 and is on pace to have more than 1,000 warheads by 2030. An arms control arrangement that does not account for China’s build-up, which Russia is supporting, will undoubtedly leave the United States and our allies less safe.

President Trump has been clear, consistent, and unequivocal that future arms control must address not one, but both nuclear peer arsenals.

Our call for multilateral nuclear arms control and strategic stability talks, presented today in Geneva, reflects the principles President Trump has laid out.

No Longer A Bilateral Issue

First, arms control can no longer be a bilateral issue between the United States and Russia. As the President has made clear, other countries have a responsibility to help ensure strategic stability, none more so than China. Second, we will not accept terms that harm the United States or ignore noncompliance in the pursuit of a future agreement. We have made our standards clear, and we will not compromise them to achieve arms control for arms control’s sake. Third, we will always negotiate from a position of strength. Russia and China should not expect the United States to stand still while they shirk their obligations and expand their nuclear forces. We will maintain a robust, credible, and modernized nuclear deterrent. But we will do so while pursuing all avenues to fulfill the President’s genuine desire for a world with fewer of these awful weapons.

We understand that this process can take time. Past agreements, including New START, took years to negotiate and were built upon decades of precedent. They were also between two powers, not three or more. However, just because something is hard does not mean we should not pursue it or settle for less. No one understands that difficult deals are often the only ones worth having more than President Trump, who has repeatedly underscored the awesome power of nuclear weapons and his desire to reduce global nuclear threats. Today in Geneva, we are taking the first steps into a future where the global nuclear threat is reduced in reality, not merely on paper. We hope others will join us.

America Welcomes a New G20

Next year, the United States will host the world’s 20 largest economies for the first time since 2009. Coinciding with America’s 250th anniversary, the 2026 G20 will be a chance to recognize the values of innovation, entrepreneurship, and perseverance that made America great, and which provide a roadmap to prosperity for the entire world. We’ll showcase these values and more when we host the G20 Leaders’ Summit in December 2026 in one of America’s greatest cities, Miami, Florida.

Under President Trump’s leadership, the G20 will use four working groups to achieve progress on three key themes: removing regulatory burdens, unlocking affordable and secure energy supply chains, and pioneering new technologies and innovation. The first Sherpa and Finance Track meetings will be held in Washington, DC, on December 15-16, followed by a series of meetings throughout 2026. As the global economy confronts the changes driven by technologies such as Artificial Intelligence, and shakes off ideological preoccupations around green energy, the President is prepared to lead the way.

We will be inviting friends, neighbors, and partners to the American G20. We will welcome the world’s largest economies, as well as burgeoning partners and allies, to America’s table. In particular, Poland, a nation that was once trapped behind the Iron Curtain but now ranks among the world’s 20 largest economies, will be joining us to assume its rightful place in the G20. Poland’s success is proof that a focus on the future is a better path than one on grievances. It shows how partnership with the United States and American companies can promote mutual prosperity and growth.

The contrast with South Africa, host of this year’s G20, is stark.

South Africa entered the post-Cold War era with strong institutions, excellent infrastructure, and global goodwill. It possessed many of the world’s most valuable resources, some of the best agricultural land on the planet, and was located around one of the world’s key trading routes. And in Nelson Mandela, South Africa had a leader who understood that reconciliation and private sector driven economic growth were the only path to a nation where every citizen could prosper.

Sadly, Mandela’s successors have replaced reconciliation with redistributionist policies that discouraged investment and drove South Africa’s most talented citizens abroad. Racial quotas have crippled the private sector, while corruption bankrupts the state.

The numbers speak for themselves. As South Africa’s economy has stagnated under its burdensome regulatory regime driven by racial grievance, and it falls firmly outside the group of the 20 largest industrialized economies.

Rather than take responsibility for its failings, the radical ANC-led South African government has sought to scapegoat its own citizens and the United States. As President Trump has rightly highlighted, the South African government’s appetite for racism and tolerance for violence against its Afrikaner citizens have become embedded as core domestic policies. It seems intent on enriching itself while the country’s economy limps along, all while South Africans are subject to violence, discrimination, and land confiscation without compensation. Its former Ambassador to the United States was openly hostile to America. Its relationships with Iran, its entertainment of Hamas sympathizers, and cozying to America’s greatest adversaries move it from the family of nations we once called close.

The politics of grievance carried over to South Africa’s Presidency of the G20 this month, which was an exercise in spite, division, and radical agendas that have nothing to do with economic growth. South Africa focused on climate change, diversity and inclusion, and aid dependency as central tenets of its working groups. It routinely ignored U.S. objections to consensus communiques and statements. It blocked the U.S. and other countries’ inputs into negotiations. It actively ignored our reasonable faith efforts to negotiate. It doxed U.S. officials working on these negotiations. It fundamentally tarnished the G20’s reputation.

For these reasons, President Trump and the United States will not be extending an invitation to the South African government to participate in the G20 during our presidency. There is a place for good faith disagreement, but not dishonesty or sabotage.

The United States supports the people of South Africa, but not its radical ANC-led government, and will not tolerate its continued behavior. When South Africa decides it has made the tough decisions needed to fix its broken system and is ready to rejoin the family of prosperous and free nations, the United States will have a seat for it at our table. Until then, America will be forging ahead with a new G20.

How Canada Influenced American Civil War

This August we saw the fifth U.S. Civil War re-enactment at Circle G Ranch, east of Cayuga, Ontario. On Sept. 13, re-enactors of the ‘Blue and Grey’ will go to battle in Otterville.

The American Civil War had a tremendous influence on the British North American colonies, and continues to be of mind.

At onset of the Civil War, Canada did not yet exist as a federated nation. When the war broke out in 1861, Canada was still a subject of Great Britain and had maintained an uneasy peace with its American neighbors since the War of 1812.

William Seward, the American Secretary of State during the Civil War, was an annexationist who felt that British North America was destined to become part of the United States. As it became obvious that the North would emerge victorious there was a fear the Union army would turn its eyes north of the border.

Many in the US government were supporters of Manifest Destiny, an ideology that stated America should conquer the continent. Canadians were concerned about the possibility of a US invasion.

The tensions between the United States and Britain, which had been ignited by the war and made worse by the Fenian Raids, led to concern for the security and independence of the colonies, helping to consolidate momentum for Canadian confederation.

In the election of 1864, the Republican Party used annexation as a means to gain support from Irish Americans and the land-hungry.

In 1866, an annexation bill passed in the US House of Representatives stating the United States acquire all of what is now Canada.

The Civil War also had an important effect on discussions concerning the nature of the emerging federation. Many Fathers of Confederation concluded the secessionist war was caused by too much power being given to the states, and thus resolved to create a more centralized federation. It was also believed that too much democracy was a contributing factor and the Canadian system was thus equipped with checks and balances such as the appointed Senate and the power of the British-appointed governor-general.

The guiding principles of the legislation which created Canada, the British North American Act, were peace, order and good government – in stark contrast to the perceived rugged individualism of the neighbours south of the border.

Since 1793, thanks to then Lieutenant-Governor John Graves Simcoe, Upper Canada – now present day Ontario – had banned the importation of slaves.
Canadians were largely opposed to slavery, and Canada had recently become the destination of the Underground Railroad.

The Underground Railway was a network of safe houses and individuals who helped runaway slaves reach free sates in the American North or in Canada.

The Civil War claimed 7,000 Canadians and almost 620,000 US lives.
